Since 1 July 2025, a new driving license rule has come into force. The transitional regime for foreign T driving licenses for (agricultural) construction vehicles has expired. In this article, we will inform you what this means, what the consequences are and what the leniency arrangement entails.

As of 1 July 2025, the transitional regime for foreign T driving licenses expired. Until 1 July 2025, residents of an EU country or the European Free Trade Association (EVA) with a B driving license obtained before 1 July 2015 were allowed to drive an (agricultural) construction vehicle.
From 1 July 2025, this will no longer be allowed. A driver of a (agricultural) construction vehicle must have a Dutch, German or Belgian T driving license or C driving license. Driving licenses from other countries are not recognized.
Driving without a valid driver's license is not only punishable, but can also mean that the Land of Work Equipment policy conditions do not cover. Indeed, many policy conditions exclude damage if the driver does not have the required driver's license. This can lead to recovery of damage from the driver himself.
A lot of international employees work, especially in the agricultural and logistics sector. That is why we would like to draw your attention to this change.
To accommodate customers who do not yet fully comply with the new rules, various insurers use temporary arrangements. For example, if a driver has a B driving license recognized in the Netherlands and a driving license for (agricultural) construction equipment recognized in their own country, they will not invoke the coverage exclusion due to the absence of a valid T driving license in the event of damage that occurs before 1 July 2026.
Other policy terms and coverage exclusions remain in full force. In case of damage, the driver must provide a copy of the foreign driving license.
The driver remains in criminal offence in the absence of a valid driver's license. Insurance does not cover this.
